Add ground beef to your large pot.

Add onion and garlic to the beef.

The onions should look clear, not white.
Add chicken broth to the pot.
Then add potatoes, carrots, and celery.
Bring everything to a boil.
Lower heat and simmer for 15 minutes.
The vegetables should be soft and tender.
In a small pan, melt butter.
Add flour and stir for 1 minute.
Slowly add milk while stirring constantly.
Pour this mixture into your soup pot.
Stir well to combine everything together.
Turn heat to low setting now.
Add shredded cheddar cheese slowly.
Stir until all cheese melts completely.
Add salt and pepper to taste.
