Add caster sugar, skim milk powder, and vanilla extract to the bowl.
Stir roughly, then whisk to combine; use a fork if too thick.
Continue whisking until sugar and chocolate dissolve in the milk.
If needed, microwave for 20 seconds and whisk again.
Add light corn syrup and gradually stir in condensed milk.
If desired, drizzle a touch of syrup of your choice.
Gradually mix in heavy cream until well combined.
